Our Process for Creating Your RMMP

Our process allows for the preparation of an RMMP that is more usable in ongoing routine business operation and not cost prohibitive for businesses.

It also allows for easy and fast periodic review and update of RMMPs to assist with continual improvement and ongoing changes to relevant legislation, regulatory guidelines and industry best practices.

Our typical process in completing an RMMP is to undertake a desktop and site-based review of business operations followed by generation of the RMMP document.

  • The desktop element incorporates elements like relevant legislative requirements and regional site environmental settings into the process.
  • The site-based inspection allows us for collaborative discussion with business owners and staff for greater understanding of site-specific risks and existing controls. This leads to better fit for purpose controls for hazards and supports preparation of a ‘live’ document which can be used alongside existing systems, policies and procedures and compliant with EPA Victoria requirements.

AN RISK MANAGEMENT AND MONITORING PROGRAM: WHAT IS IT?

Under the Environment Protection Act 2017 and subordinate legislation, Victorian businesses which are required to operate under an EPA Victoria Operating Licence are subject to a general licence condition requiring the preparation of an Risk Management and Monitoring Program (RMMP).

The legislation makes it clear that businesses are responsible for identifying and reducing risks to human health and the environment.

It states that you must manage your activities to reduce the risk of harm:

  • to human health and the environment; and
  • from pollution or waste.

Victorian businesses that undertake activities that create risks of harm to human health and the environment from pollution or waste must minimise those risks by putting in place controls.

An RMMP is a documented approach to ensure that the environmental risks associated with a business’s current or historical activities are identified and then eliminated or minimised in accordance with the GED and operating licence requirements.

Typically, an RMMP will include but is not limited to the following aspects of a business or organisation:

  • environmental policies and objectives;
  • site activities that may impact human health and the environment;
  • site setting (including residual contamination);
  • management measures;
  • monitoring programs; and
  • associated review processes.

THE PURPOSE OF RISK MANAGEMENT AND MONITORING PROGRAMS

An RMMP outlines strategies for preventing, controlling, and mitigating potential risks to human health and the environment arising from a business's operations, ensuring compliance with GED.

Environmental objectives, targets, and performance indicators for the business are frequently included in an EMP. It also examines environmental laws and guidelines that are important to the organisation's activities.

Consistent with EPA Victoria guidance, an RMMP would typically include or refer to the following related documents such as risk assessment registers, environmental performance indicators, operational controls and procedures, work instructions, monitoring programs, and records. These are to be risk-based and relevant to your identified environmental aspects, risk consequence and likelihood tables, and risk ranking. The RMMP must be signed by a duly authorised officer of your company and must be made available to EPA Victoria on request and likely to be used as the basis for operating licence compliance assessment.
